Part one: Reading:
POPULATION CONTROL
I don’t see any excuse for the kind of society that does not inform its people about effective contraception, and also does not interfere with incessant childbearing because it is not natural to do so. Yes, contraception isn’t natural, but nowadays, the question isn’t whether a thing is natural but whether it is desirable. In every country there are millions of men and women who would be thankful to stop having children if they knew how. A government that wishes to reduce its birth-rate could begin by helping its citizens not to have babies they do not want. The question of over-population could further be solved by persuading citizens not to have many children. It won’t be an easy task because in societies where life has always centered on the family, young parents are not going to take the trouble to control their fertility until they are convinced that it would be to their advantage. When they can see that times have changed and that babies now survive instead of dying, they may be ready to listen to the medical truth that spacing and limitation of the family produce healthier mothers and healthier children. When, because of urbanization, their way of life is such that each child is no longer a financial advantage, they may be ready to listen to the economic truth that you can have prosperity by spacing and having fewer children or you can have a lot of children and be poor, nowadays you cannot have both.
